PERFORMANCE ANALYSIS OF PLANNING MANAGEMENT AND DATA REPORTING TO IMPROVE ADMINISTRATIVE EFFECTIVENESS IN THE SECRETARIAT FIELD IN THE DEPARTMENT OF COOPERATIONS, MICRO ENTERPRISES AND LABOR IN THE CITY OF KEDIRI

This study aims to analyze the performance of planning and data reporting management within the Secretariat Division of the Department of Cooperatives, Micro Enterprises, and Labor of Kediri City, as well as to identify solutions for improving administrative effectiveness. The research method used is qualitative descriptive, employing direct observation, documentation, and literature/regulatory review techniques. Observations were conducted over a three-month period to examine the processes of data input, processing, and reporting, while documentation involved reviewing RPJMD, RKA, DPA, and LKJIP documents. Literature and regulatory reviews were conducted to assess compliance with Ministry of Home Affairs Regulation No. 86 of 2017 and Government Regulation No. 8 of 2006.
The findings indicate that data management is carried out in stages; however, several challenges persist, including variations in file formats across divisions, delays in data submission, duplication of data, and the absence of an integrated database. In addition, the existing SOPs remain general in nature and have not been fully digitized, affecting the consistency and integration of reporting. The regulatory review reveals that while the principle of accountability has been fulfilled, the principles of integration and consistency have not been fully optimized due to weak system integration and limited inter-division coordination.
