Abstract

Penelitian ini bertujuan untuk menganalisis prioritas kebijakan pembangunan ekonomi daerah berdasarkan pendekatan Location Quotient (LQ) dan Shift Share (SS). Kabupaten Sidoarjo sebagai wilayah penyangga metropolitan Gerbangkertosusila menunjukkan kinerja ekonomi relatif tinggi dengan pertumbuhan 5,54% pada tahun 2024, meskipun melambat dibanding 2023 (6,16%). Persentase penduduk miskin menurun dari 5,00% menjadi 4,53%, namun Indeks Keparahan Kemiskinan meningkat dari 0,16 menjadi 0,18, yang mengindikasikan konsentrasi beban ekonomi pada kelompok termiskin. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan data PDRB Atas Dasar Harga Berlaku (ADHB) periode 2020–2024 serta analisis LQ dan SS. Hasil penelitian menunjukkan bahwa sektor transportasi dan pergudangan merupakan sektor basis terkuat (LQ = 3,10), diikuti pengadaan listrik dan gas (2,99) serta industri pengolahan (1,73). Analisis Shift Share menegaskan industri pengolahan sebagai sektor paling kompetitif, sedangkan sektor pertambangan menunjukkan tren negatif. Berdasarkan analisis gabungan LQ-SS, prioritas kebijakan diarahkan pada percepatan investasi dan perbaikan logistik dalam jangka pendek, penguatan sektor listrik dan gas dalam jangka menengah, serta diversifikasi ekonomi dan peningkatan kapasitas sumber daya manusia dalam jangka panjang.
