Inovasi Strategi Pemerintah dalam Penanganan Anak Tidak Sekolah: Studi Kasus di Kabupaten Sidenreng Rappang

Permasalahan Anak Tidak Sekolah (ATS) masih menjadi tantangan serius dalam pembangunan pendidikan daerah, terutama di wilayah dengan karakteristik sosial dan geografis yang kompleks. Penelitian ini bertujuan menganalisis inovasi strategi Pemerintah Kabupaten Sidenreng Rappang dalam menangani ATS serta menilai dampak awal kebijakan daerah terhadap upaya penanggulangannya. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus eksploratif. Data dikumpulkan melalui wawancara mendalam dengan pejabat Dinas Pendidikan, Dinas Pemberdayaan Masyarakat dan Desa, serta pengelola Pusat Kegiatan Belajar Masyarakat (PKBM), serta didukung oleh telaah dokumen kebijakan. Analisis dilakukan menggunakan model interaktif Miles, Huberman, dan Saldana dengan dukungan pengodean tematik berbasis NVivo. Hasil penelitian menunjukkan bahwa strategi penanganan ATS ditopang inovasi tata kelola kolaboratif, integrasi lintas sektor, serta pendekatan policy co-creation yang melibatkan pemerintah desa dan masyarakat. Implementasi kebijakan yang adaptif berkontribusi pada perbaikan sistem pendataan, penguatan pendidikan nonformal, dan peningkatan partisipasi anak dalam layanan pendidikan. Temuan ini menegaskan pentingnya inovasi berbasis tata kelola kolaboratif dalam menjembatani kesenjangan antara desain kebijakan dan realitas pendidikan lokal.
