Program Jakpreneur dan Dinamika Transformasi Digital UMKM: Analisis Implementasi dan Optimalisasi

Penelitian ini bertujuan untuk menganalisis efektivitas program Jakpreneur dalam mendorong transformasi digital Usaha Mikro, Kecil, dan Menengah (UMKM) di Jakarta. Menggunakan pendekatan kualitatif dengan desain studi kasus intrinsik, data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi terhadap pelaku UMKM binaan. Analisis dilakukan secara tematik dengan mengacu pada teori efektivitas kebijakan publik William N. Dunn. Hasil penelitian menunjukkan bahwa implementasi program Jakpreneur telah mencakup dimensi pelatihan, perizinan, akses digital, dan jejaring pasar melalui pendekatan 7P. Program ini berhasil meningkatkan kapasitas digital pelaku UMKM, namun masih menghadapi hambatan seperti kesenjangan literasi digital, resistensi terhadap pembiayaan, dan kendala administratif. Diskusi memperlihatkan pentingnya pendekatan kebijakan yang adaptif, partisipatif, dan berbasis umpan balik dalam meningkatkan efektivitas program. Penelitian ini menyarankan penguatan peran fasilitator, penyempurnaan desain program, dan evaluasi longitudinal sebagai strategi optimalisasi.
