Dinamika Tata Kelola Desa dalam Penyediaan Air Bersih di Desa Mario

Penyediaan layanan air bersih merupakan layanan publik dasar yang menjadi tanggung jawab pemerintah desa dan berimplikasi langsung pada kesejahteraan masyarakat. Namun, praktik penyediaannya di tingkat desa sering menghadapi berbagai tantangan tata kelola. Penelitian ini bertujuan menganalisis dinamika tata kelola pemerintah desa dalam penyediaan layanan air bersih di Desa Mario, Kabupaten Sidenreng Rappang, mengidentifikasi faktor pendukung dan penghambat, serta merumuskan model tata kelola yang adaptif dan partisipatif. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan telaah dokumen, kemudian dianalisis secara tematik dengan bantuan perangkat lunak NVivo. Hasil penelitian menunjukkan bahwa tata kelola air bersih dibentuk melalui praktik policy co-creation yang melibatkan pemerintah desa, unit pengelola, dan masyarakat secara kolaboratif. Tata kelola berlangsung secara adaptif melalui koordinasi informal dan responsivitas terhadap kebutuhan warga, meskipun menghadapi keterbatasan infrastruktur dan anggaran. Keberlanjutan layanan sangat ditentukan oleh kapasitas kolaboratif, partisipasi masyarakat, serta peran pemerintah desa sebagai fasilitator dalam penciptaan nilai publik.
