Etika Pelayanan Publik dan Tantangan Tata Kelola Pemerintahan Desa

Penelitian ini bertujuan menganalisis implementasi etika pelayanan publik serta mengidentifikasi tantangan tata kelola pemerintahan desa melalui pendekatan konfiguratif. Fokus kajian diarahkan pada penerapan prinsip equality, loyalty, dan responsibility dalam praktik pelayanan administrasi desa. Penelitian menggunakan pendekatan kualitatif dengan teknik wawancara mendalam, observasi, dan dokumentasi untuk memperoleh pemahaman komprehensif mengenai dinamika etika pelayanan di tingkat desa. Hasil penelitian menunjukkan bahwa ketiga prinsip etika telah diimplementasikan secara normatif dan prosedural, tercermin dalam pelayanan formal yang tidak diskriminatif, kepatuhan aparatur terhadap regulasi, serta responsivitas dalam penyelesaian administrasi. Namun demikian, implementasi tersebut dipengaruhi oleh keterbatasan kapasitas sumber daya manusia, beban kerja administratif, serta relasi sosial komunitarian yang membentuk ruang diskresi aparatur. Temuan ini menegaskan bahwa etika pelayanan publik di tingkat desa bukan hanya persoalan integritas individual, melainkan hasil interaksi antara budaya sosial lokal, diskresi aparatur, dan desain kelembagaan. Penelitian ini berkontribusi melalui perumusan model konfiguratif etika pelayanan desa yang memperkuat pemahaman mengenai hubungan antara nilai etis dan kualitas tata kelola pemerintahan lokal.
